If I sign a contract to do home improvements and the Contractor takes more than 10%, can I cancel the contract

No. A violation of the contractor's state license law like that is grounds for discipline by the Contractor's State License Board, but it does not void an otherwise valid and legitimate contract. On the other hand, if you threaten to go to the CSLB, and the contractor has not started work or bought materials and supplies, they may be happy to let you back out of the contract rather than face CSLB discipline.
