Legal Question in Consumer Law in California

i brought my dog to the groomers to have his nail trimmed. The groomer adviced me that they could remove a declaw from my dog which i agreed not knowing that they were not licensed to do that procedure. The vet on premises has a licensed but in mexico and is in the process of getting a license here in the US. My dog got injured from this procedure as i was told by his doctor whom i brought my dog the next day to see that they removed it with a scissor and snipped his skin which caused a discomfort to my dog. What or How can i proceed with legal action? They are willing to pay only for the medical bill but, not for pain and sufferring for my dog.

Dogs are considered property and you cannot recover emotional distress for property damage under California law. You also cannot sue for any emotional distress that your dog suffered.
