Legal Question in Consumer Law in California

I purchased a used automobile from a person who claimed to be a licensed dealer in early November of 1999--name removed--While I was test driving it--name removed--I noticed that the--name removed--Check Engine--name removed--light was on--name removed--He assured me that it indicated no real problem and that it would cost me--name removed--65 to have it diagnosed because of the use of a computer and that there was nothing wrong with the auto--name removed--I attempted to sell the auto but couldn't because the light indicated a problem with smog emission--name removed----name removed--The seller was working his business out of his home and handled all the paperwork--name removed-- The auto was sold as-is--name removed--He obviously sold me a car that couldn't be smogged--name removed--Was this a legal transaction and what can I do about it?

Get an estimate to repair and smog it and go to small claims court.
