Legal Question in Consumer Law in California

maid stole jewelry, insurance says they won't pay

contracted a maid service in oct. they sent a woman in who stole 4 pieces of jewelry valued at over $20,000.00. cleaning company now tells me they are only insured for 5,000.00 AND they talked to ins. co. and were told this claim would not be paid becuase there were no witnesses to theft. I also found out from cleaning co. owner that they were trying to give this woman a helping hand by employing her becuase she was in a bad way from substance abuse. They never ran any sort of criminal report on her. They just went on references from family. There was no one in my house (i was ill) during the time the pieces went missing.

1. are they liable for neglegence?

2. how do i get ins. co. to pay?

3. if i am paid the 5000.00, who is responsible for the 15,000.00 left?

4. what kind of lawyer do i look for?

Thank you
