Legal Question in Consumer Law in California

I purchased a puppy from a puppy store who turned out to have a severe heridatary defect (umbilical hernia). My family and I love him dearly but are concerned about this and future heridatary/congenital issues that might appear. After speaking with several vets and animal organazitions such as the ASPCA, I feel that this poor baby most likely came from a puppy mill. Any reputable breeder would NEVER breed a dog with heridatary issues. I do not wish to return him at all but feel the store should refund at least a portion of the money I paid to cover current and future issues that might arise. I called the store to explain my concern and they are unwilling to work with me. What legal actions can I take, if any, at this point?

You have zero evidence of any wrongdoing by the store. Your action against the store, without more, will fail.
