Legal Question in Credit and Debt Law in California

I had auto insurance with a company over 2 and half years ago of which I canceled due to the company adding without my consent a child on my policy when I made inquiry as to how much it would cost for an add on once a child became of age. I never approved it as it was 5 times higher than other companies. I had already paid the premium for myself a few month earlier and it had another 4 months to run. I canceled my policy one month later and went with another company. Now after 2 and half years later I see that I have a $686 collection debt on my credit report. This insurance company sold an alleged debt and now it is against me. I have proof of what I paid however the company back-charged me illegally after I inquired about an add on only. What is the best direction for me to take to have debt removed off my credit report? Should I contact the NCO collections group or ignore it? What is the best way to make sure the debt is removed once I either pay it just to get it done or negotiate a reduction? I understand that even if you pay it the debt remains on your report because the clock began to tick again. Confused?
