Legal Question in Credit and Debt Law in California

I bailed him out of jail and he refuses to pay me back now.

I don't know if this was put under the correct area, as it is not credit debt, but I am trying to collect. I bailed someone out of jail. Actually, it was my brother, whom I typically have nothing to do with. He promised to pay me back immidiately. That was 6 months ago. I have called him repeatedly, and he tells me that he will come by my house and drop it off, then never shows up. The 2 or 3 times he did that, it turns out he took his plane out and went flying. Once I catch him, and he tells me he will come pay, then he escapes and I can't find him again. He just sold his business and he has the money. But now he does not answer his calls from me, he dosn't answer his door and I have left several messages. Besides obviously being a really rotten thing to do to someone who rushed to the next city to get him out of jail (for the second time) on things that he seems to think will just go away, do I have any options? Is this the sort of thing I can take him to small claims for? I have told him repeatedly that I want my money, and also have told him that if he does not have it, to let me know and I will leave him alone for a while. But I get no response. No wonder I can't stand him.
