Does California law demand that credit card debt be 'charged off' at 6 months past due

No, but that is standard policy, and there may be some federal banking regulations behind it. Bear in mind, almost none of your credit cards, if any, are governed by California law with the exception of a few California consumer protection laws that mostly regulate disclosures. There are federal laws, and then there are laws that are highly favorable to the credit card companies in the states that the credit card companies incorporate in. Those are the laws that apply.
