Legal Question in Credit and Debt Law in California

Client skipping out, not paying bill.

What can one do if one is taking care of pets with an service agreement contract signed by client to pay upon completetion of service and the client comes home and leaves town? The client is unable to be found and the pets are gone with them.

Not much unless you can find the client. If you find the client and he/she is still in California, sue in small claims court. If the client is outside of California, you need to sue in Superior Court.

Finding the client is the first hurdle. An attorney could do a Freedom of Information request for you to the Post Office to see if there is a forwarding address. If not, then the attorney could use a private investigator to try to locate them using their investigative resources. So, if you have a large bill it's probably worth using both these means of pursuing the obligation; if a small bill, then only the first method, or possibly a Zaba Search, is cost effective.
