Legal Question in Credit and Debt Law in California

If you have credit card debt that has been turned over to collections, is it legal for that law office to harass you at your place of work. And if they tell you that a summons is being served on you that day, but they are unable to provide you with a case number, is that a little fishy?

Harassment is illegal, certain collection activities are not. It is not fishy to state that you are being served but they don't know the case number. It's possible that a process server will file the complaint in court and then serve you with a copy -- even before the attorney (or collection agency) has a physical copy of the document filed with the court.
