Can a debt collector legally seize income from a disabled person and are there any options available once the money has been paid?

Yes, unfortunately there no disable person exceptions to debt collection. You can file an exemption claim which may protect some of your income and/or assets. You can try to settle with debt collector and set up reasonable payments. Or, you can file bankruptcy and eliminate the debt for all time.
