After eleven months of not being paid for gardening services, I dropped these people as a client. They owe me less than $1000. Is it better to take them to small claims court or turn them over for collection?

You might as well flip a coin. A collection agency may take a 50% cut and going to court will require you to take time off. You cannot sue for time off from work needed to go to court.
