Legal Question in Credit and Debt Law in California

Can a federal arrest warrant be issued for a check made out for a payday loan that was not paid issued Sept of 2009. I asked to make payments but refused unless 2/3 was paidtoday March 18th andthe rest on Wednesday although I Saudi can make apayment Friday. The original amount owed is 200 loan plus 55 interest now they want over 900 dollars. They are threatening arrest warrant be issued today
