My friend is getting bill collectors calling and leaving messages. One said if you do not answer the phone they can file criminal charges. Is that true?

No, and it is illegal to say that. It violates fair debt collection practices laws. Your friend can sue the bill collector for it.

Threats of criminal prosecution may indicate it's a scam, because real debt collectors are not (usually) so dumb to say or do something that will get them sued.
