The housing company we rent from (Army housing) put a over due electric bill in our door that turns out was paid on time. when they put it in our door they did not put it in an enevalope so 3 different people saw and read it.. Is this leagal?

Even if it was illegal and it probably isn't unfortunately to Joe Juror or a judge your damages would be trivial the court would probably throw any you brought out. Sometimes you have to live with a little inconvenience or small indignities in life.
