i never received an arbitration formand hence i was later sued by nca , i have a judgement .. they sold my account to another agency -- but i;ll never be able to repay anything i semi retired and make less thna 20,00 for a family of 3 --will i still have to pay and/ or be garnish the new agenty said they are going to sue me again

There are lots of ways to deal with collection agencies, arbitrations, and lawsuits, it starts with consulting an attorney experienced in consumer debt issues. Do you have any defenses to the claim, were you sued in a distant locality? Was the debt stale (over 4 years old)? Did you not receive notice of the arbitration?
