Letter to employer

Can I send a letter to a debtors employer in Calif indicating his wages may be garnished. If so what is the proper wording to put in the letter.

Publicly embarassing the debtor like that generally does not result in payment. You are better off just getting a Writ of Execution from the Court and filing an Application for Earnings Withholding Order with the sheriff's department. That way you can actually get the garnishment going.
