Levied Bank Account

My bank account was levied last month regarding a hospital bill of 2yrs ago. My bill should have been payed through Medi-Cal and it has not yet been resolved. What can I do? Can I get my money back that was levied? I'm unemployed, with 3 babies & my husband is only working part-time. the supposed hospital bill is for $70,000. I want to resolve this matter, but I don't know where to begin or what to do. Please HELP!
