how long on credit report?

Does a new statute of limitations start when a car is repoed or does the clock start when the last payment was made?

Your question is inconsistent. The statute of limitations for suing is 4 years from the time they could first sue you, in other words when your last payment after the repo became overdue. The repo stays on your credit report 7 years. See creditboards.com . Too bad you didn't come here before your car got repo'ed.
