Legal Question in Credit and Debt Law in California

I purchased a stack of Target gift cards from a local Safeway. I gave them out as Christmas presents, and was informed that two of them had no funds on them. I made some calls and found out they were used the same day I activated them at a Target store an hour away that I have never been to, and before I handed out any of the cards. Target and Safeway have been giving me the run around and both are telling me to take it up with the other company to get reimbursed. It's been months, and neither want to assume any responsibly to reimbursed these cards, is there anything I can do to get these cards reimbursed?

Honestly, it seems like the only way to get this resolved is by taking them both to small claims court and let the judge decide who should pay you back.
