Purely Financial or Criminal?

Mom lost her job and we've had to downgrade everything, including moving to a smaller place,etc.We have been unable to make our car payments but when we moved,we did not update our mailing address with Toyota. An old neighbor told us that a tow truck came by to most likely repossess the car. Obviously, we weren't there. I know that my mom's credit is screwed because of this, but for the time being, we cannot make payments and we do need a car. If for some reason, my mom got pulled over for like speeding, would the car be on record as ''missing'' or is this strictly a financial matter? Any comments would be greatly appreciated.

It is generally a civil matter. However, under the Rosenthal Act, your mom has an obligation to update her address with the creditor. If your mom cannot pay for these items, she should either return them or file for bankruptcy.
