I won a small claims case in California and filed papers to have the defendants wages garnished. Her employer is refusing to garnish her wages unless I have her social security number, which I do not have. Can they do that?

Yes. And as a judgment creditor you can obtain that information through post-judgment/enforcement of judgment discovery.
