Legal Question in Criminal Law in California

I was arrested with a small cut on my head. I refused medical assistance/Paramedic services. The officer took me to the hospital for a CT scan against my will. Now I am being sent the 8000.00 bill. Is this legal? Do I have a legal responsibility to pay this bill? The officer told my spouse that the Police dept. was going to pay the bill.

If you where not unconscious and did not sign a financial responsibility form you don't have a binding agreement if this was a county facility the county will most likely pick up the tab (eat the loss)
