Legal Question in Criminal Law in California

My brother moved to California where he went to register as a sex offender, the officials told him he didnt have to register and now he is being charged by VA police with failure to register, What can we do?

VA? Veteran's Affairs or Virginia? If he moved to California, why would either of these two entities be charging him.

I am confused as well. Who do you mean by 'the officials'? Who told him that he didn't have to register - in California or in Virginia?

Your brother should go back to who told him (in California?) that he didn't have to register (in California) regarding a Virginia conviction, I suppose & then double-check that with some local California criminal defense attorneys.

... but I don't see Virginia's jurisdiction over it.
