In California what exactly constitutes a petty theft? If a person chooses to just pay what they are accused of taking to avoid trial does that become a criminal record?

Once the action is done, it is done. Payng for it afterwards mitigates the damages, but does not excuse the crime itself.

A petty theft is theft of property valued at under $500.
