Legal Question in Criminal Law in California

california search and seizure law

after five police vehicles stop a person who has just dropped off some t-shirts to the local hell's angels clubhouse for 'driving too slow' and then detain him for 'being under the influence of methamphetimine' they search his car and find 3 oz. of marijuana. he is never charged with any traffic violation. he is never tested for drugs nor arrested for being under the influence. he is arrested for possession. he never gave permission to search his vehicle. is this a legal search and seizure?
