if caught on video doing vadalism but after 3 weeks no arrest warrant why

After the police take a report, their information is forwarded to the District Attorney, who decides what charges to file, if any.

The District Attorney has up to a year to file charges in a misdemeanor vandalism case, and three years if the loss is great enough to qualify as a felony.

There is no way to know what might cause a delay in filing, Keep in mind that government offices have been closed for the holidays for several days in the last three weeks, and there is probably lots of work piling up.
