Are there certain chain of custody laws and regulations that are tobe fallowed when it comes to collecting specimens for drug testing?

There is a government agency called SAMHSA (samhsa.gov) that sets out rules for chain of custody, medical review, etc. but there are programs and public agencies that don't comply, or that don't have to comply.

Yes. If they are not followed, the results can be excluded at trial, or evidence introduced to diminish the weight the results are given.
