If cities and counties issue business licenses and those businesses sell meth pipes a portion of the tax revenue collected goes to paying judge and prosecutor salary would that be a huge conflict of interests

No. The rules governing conflicts of interest are too complex to explain here, but the situation you describe wouldn't come close to creating one. By your logic, nobody who pays taxes could ever be prosecuted for any crime.

A conflict of interest usually means that the same actions could help one client by harming another client or former client. A prosecutor's client is the public as a whole, and not individual people or businesses.
