How is citizen's arrest used for tresspass

Our 90+ unit apartment-complex has a pool, and the neighboring complexes do not. After hours, we have tresspassers, (some from those neighboring complexes) climbing our fences to use the pool, (and worse, being noisy while doing so), but they disappear before the police respond (which is sometimes hours later!). The tresspassers are both minors and adults. Can these interlopers be detained until police arrive?

You need to buy a bunch of tickets to the policemen's ball, or donate a sum of money to your local Fraternal Order of Police chapter.
