What does disposition 849 mean in Riverside County?

Penal Code section 849 is the code section that allows for release of a person that was arrested with no charges pending. It could mean that the police decided not to submit the case to the DA or that they are still investigating for some reason.

If the arrest was for drunk in public, then it may mean that they released the person and will not be seeking prosecution from the DA.
