Legal Question in Criminal Law in California

In the event that one receives a letter from a Welfare Fraud Investigator, to come in for an interview to discuss preliminary results of an investigation, what is the best course of action (and what are one's options)? Is it OK to call them instead to discuss the matter? Can it all be resolved over the phone? What if the letter arrived on short notice, and getting to the interview would be difficult? Finally, what is the best way to talk to a Welfare Fraud Investigator (the best approach to resolve the matter)?
