Is my husband's federal conviction sealed (20 yrs ago) the same as having the conviction expunged?

Expungement is as if the charge never existed. A sealed file merely means that one needs a court order to view the file, your husband would still have to disclose the charge if asked under the penalty of perjury. Call me directly at (619) 222-3504 if you wish to have the record expunged.
