I found a black box under my truck. How do I go about protecting myself, what has this tracked and who put it there?

I am not aware that you have any obligation to whomever put a mystery black box under your truck. You are certainly free to put it in a cardboard box and ship it to Bangor, Maine or Ulaan Bator, Outer Mongolia.

Standard advice for people who think they might be questioned or arrested by the police: Say nothing, no matter what. Ask for a lawyer. Never consent to a search. Do not go to the police station. Instruct others in your house.

Call the police, not an attorney, if you think it is a bomb or tracking device. Why would you think that anyone here could tell you who did this? If you are questioned by police or other authorities, as a suspect, exercise your 5th Amendment rights to SHUT UP, and hire an attorney.
