Legal Question in Criminal Law in California

I hired a fraudulent moving company to move me from Florida to California. I was not there for the second pickup of some of my belongings and the company failed to load many important items. They delayed the second pickup date until my house closed and the new owner moved in. He agreed to let the movers in for the second pickup, which he did. After the movers left so much stuff in his house, the new owner turned out to be dishonest and refused to turn my belongings over to me. Can I file a stolen property police report against the new homeowner for taking my property? I can prove ownership of the belongings and I do not have money to hire a lawyer for a civil case.
