Legal Question in Criminal Law in California

what if someone hit my car while it was parked and we didn\'t get really exchange information and didn\'t get the insurance involved .i made a police report an hour after the inncedent and the other person was not around.i\'m in the process of buying the car from my uncle and do nothave insurance in my name or a license.now i\'m thinking of taking the other driver to court.what do i need or can i in fact even take him to court?.

If you don't know how to contact them, you are out of luck. If you got their true name and true address, you can sue them if they refuse to pay your damages.
