Identity Theft

Is it agaist the law for an ex-spouse to use your name and ss# to apply and get utilities turned on in your name? If it is illegal, what are the penalties?

First, you can't use another's identity to have utilities put in your name. Second, you're talking about identify theft, the penalties for which are severe. (And they should be.) If you are using another's identity to have untilities established (regardless of whose name they're in) that is fraud and punishable in criminal court as well as civil court.
