What legal right do I have as a parent against a tattoo parlor that gave my 13year old daughter a tattoo?

Tough issue. You could report to the police and licensing authorities, for them doing so without parental consent. Theoretically, you could sue them for damages, including cost of laser removal, which would of course require the cooperation of the daughter that paid to put in on in the first place.
