dose the officer have a responsablity of proving whos the drugs belong to. an who actually resides at the dwelling.electric bills,ect.

Yes, in theory, the burden should be on police and the prosecution. In practice, however, they can simply charge you based upon suspicion and scant evidence and put the burden of proving your innocence on you. You should have a lawyer review your case. If you cannot afford a private attorney, you should be entitled to services by a public defender.
