if someone is in a raid and gets in trouble for possession and paraphinalia in a home but the ticket is written as a traffic ticket is it legal

"Legal"? If you got a 'citation' into court, no matter what it says you did, you are required to go to court, or face 'failure to appear charges' and a warrant being added to your problems. The citation is your promise to appear on that stated date.

If your citation just looks like a traffic ticket in form, that is normal in a 'non booking' situation where the officer doesn't want to take the time to immediately take you to jail to be booked and held for court.

If it says you are charged with a traffic moving violation offense, then you should 'fight' it if that is not what you did. However, if there is an error on the citation, the DA can always amend and modify the charges against you, and serve you with those new changes when you appear the first time for your arraignment. He can do do at any time.
