Legal Question in Criminal Law in California

My son was picked up on 4-12-2018 on a warrant he has some mental issuesv that we just found out not too long ago was diagnosed with bi-polar he also has a history of run- ins with the sheriff's Dept which our area is covered and he has been beaten up by police before without us ever being aware of it until after the fact now ? Is why would El Monte police pick him up instead of the sheriff's and how do I find out he is in NOGOMEDR for his mental status or was it cuz he was beaten up again and this happened his hearing around the time of his diagnosis when he was scheduled to appear for court he was a no show for about a week that's when he had started to his grandma he was beaten
