Statue of limitations for 1998

My cousin has been charged of kidnap and rape, that supposedly happend in 1999. 10 yrs later, now they bring this up.

He needs to know what were the statue of limitation back in 1998-99

There may be an applicable SOL on the rape, however the kidnap charge is generally considered a non-expiring charge. If your cousin wants help he should contact me at his earliest convenience.
