Legal Question in Criminal Law in California

i have a suspended license and I have a fine to pay. When I pay the fine can I get my drivers license if i have a warrant out for my arrest/

If you have a warrant out for you, the clerk's office will not accept your payment until you see the judge and clear your warrant. If you have a warrant on a misdemeanor case (driving on a suspended license is a misdemeanor) and are found in violation of your probation for failing to pay your fine, jail time is a possibility, too. It may be worth it to consult with and/or hire an attorney to try to clear this up for you if it's a misdemeanor case.

I concur. You may want an attorney to appear for you if you are concerned about being arrestested on the spot.
