Legal Question in Criminal Law in California

Is this a valid legal document and is this person telling the truth and are the penal codes right
I have checked all that applies to me to the best of my knowledge. I hereby declare, under penalty of perjury, pursuant to Title 18 United States Code Section 1621(2) and 22 D.C. Code Section 2402, that I am neither a law enforcement officer, nor an agent of any law enforcement agency or department, nor a civilian or cooperating citizen working with any such law enforcement officer or agent. I also understand that any false statements made by me in this regard may be prosecuted under 18 U.S.C. 1341, 1343 or related statutes.
