Legal Question in Discrimination Law in California

Are there any laws against discrimination of ex-felons?

My husband spent 11 months in prison for possesion for sales, that was about 15 years ago. He has never returned back to prison and is now a minister in the church. He has had s stable work history every since he was released from prison, but is still continually refused employment because of his criminal history. Is there anything he can do? Is it legal for prospective employers to ask "Have you ever been convicted of a felony?", shouldn't there be a time frame on the application, Ever could be 50 years ago.

There is no law preventing discrimination against felons.
