Legal Question in DUI Law in California

i have a bech warrent out in my name now im not living in the U.S. right now and im not legal in the U.S. now i want to know if i can get a passport or something like that just to settle my court case?

If you face a misdemeanor charge, as DUI is, you can have an attorney represent you in court, without you having to be in court personally. The attorney can probably get the warrant recalled, so that you could then enter the US without facing immediate arrest at the border or airport. However, if the case ultimately ends with any outcome other than a dismissal of charges [which is unlikely and would require strong defense facts], you face the hard reality that with any plea bargain or conviction on a DUI, the sentence likely includes enrollment and attendance at an alcohol program. That would require you return to USA for the months necessary to attend.
