Legal Question in Education Law in California

I have a 9 year old daughter and she is experiencing bulliying at school. There is a boy the same age as her and also in the same class room that has said that he was going to beat her up untill she bleeds to death. When he said that comment their were other students that heard that. I went to the school office to make a compalint abou this the principal was not available to speek to so I left a message. The next day in the morning I called the school again to meet up with the principal to talk about this situation and was not available to speek to because instead of waiting to speak to me she jumped ahead of me and talked to my daughter and the boy and the kids that witnessed this conversation. Finally, the principal had called me back and said sorry I was fixing the problem and I said that I would like to set up a meeting with this kids parents and she denied it. Her excuse was that it starts conflict. Well now after all this happen it hasnt been better for my daughter the school kids are making it hard for her to be there just because she told on this kid. This kid again commented on slapping my daughter and again I went to the principal to talk about it. Again I asked to set up a meeting with the parents becuase this can no longer go on and she denies it again. Well once this kids found out that my daughter told on him agian during after school he slapped my daughter after being told not to even get neer or talk to my daughter at all. I asked my daughter if she wanted me to talk to the principal agin about this boy she says no I asked her why she says becuase it's casing more problems and the kids at school are being mean to me. it's not fair that my daughter rather put up with this kid becuase she see's that the principal is not doing anything to improve this situation and honestly she hasn't. I have asked the principalr to set up a parent meeting with this kids parent and she doesn't want to. My daughter comes home sad and wanting to cry about it she is hardly eating and I need to stop this what can I do.

The next step is to meet with the superintendent for your local school system and to contact your school board concerning the problem and your principal's failure to act. This should not be happening. The principal's inaction has led to another assault and battery on your daughter. (You may also make a complaint to the police.) If action is not taken by either the board or the superintendent, then a lawyer can obtain a court order mandating action.
