Unathorized possession and duplication of school property

We were copying past test questionnaires given by our college to use as reviewer for our forthcoming test. These test questions are from as far back as 2002, nothing recent. The owner said that we are guilty of cheating, plagiarism, dishonesty, including computer crime. He has expelled us from our school. Did we commit any wrong-doing? Please advise. I've been a university professor for almost 40 years and I've never heard of such an extreme reaction to student use of old exams. Many schools have a test bank just for this purpose. Who is the "owner" of these tests, and how could "he" expell you? What due process was followed? Is this a private vs. public college?
