conservatorship

I live in Nevada, must start a conservatorship on a family member living in California.

Do I have to file thru the California courts or will the Nevada court system suffice?

What are the estimates on filing fees, legal fees and court costs associated with this?

California courts have jurisdiction of their residents and property within the state. Filing fees are

A conservatorship must be filed where the person resides, because the court role is to supervise them in the process. Assuming you qualify for the role, and no one objects and creates extra hearings, the process will cost about $350 or so in court costs, and probably several thousand in legal fees, which are generally paid from the person's estate, if he has one.
