California Entertainment law question

I am starting a web based automated submission company for Actors. The question I have is if it is actually legal for someone who is not an agent or manager to submit actors for roles. Our company would not take a percentage for bookings or negotiate roles for them. We simply submit clients for roles through avenues already available to them.

the determination of whether your activity requires a talent agent's license depends not on whether you're taking a commission or negotiating, but whether you're "procuring employment".

That said, I think there's a strong first-amendment argument in favor of publishing information about actors' availability for work, etc., provided the employers contact the actor directly, rather than through your service.

ultimately, without knowing much more about your proposed business, it's impossible to give custom tailored advice.
